Traffic Measurement (Offline)

I am writing this from a traffic jam between Piata Presei Libere and Baneasa. It actually started before Piata Presei and will probably go way beyond the Baneasa airport but who cares anymore.

As I'm sitting here writing instead of looking at the clock in anger, as I usually do I'm starting to wonder: what are all these people doing here on a Saturday morning? Well, my theory is that traffic jams in this part of town started after they built Ikea, Carrefour, Metro, Brico Store and all the ather hyper shopping places in the north of town.

But, that's not the point. The point is that I'm starting to wonder if and how they research traffic jams. They're probably counting cars (that's right, even in Bucharest somebody has to be doing something about this) but are they doing anything else? Like, wouldn't it be a good idea to ask drivers where they are going or what their driving habbits are?

It's just a thought. Maybe I'll be able to come back with more information about what's being done from an official source.
